The Team

Bill Cullen - Chief Executive at Hinckley & Bosworth Borough Council

Bill is a national board member of the District Councils’ Network (DCN) representing around 180 local councils and is currently the Chief Executive at Hinckley & Bosworth Borough Council. During Covid-19 he was a member of the Government’s National Local Economic Recovery Group and spear-headed the national Rural and Visitor Economy Task Group advising senior government officials and ministers on Covid response and recovery measures for rural areas. Bill is a Director on Hinckley Town Centre BID and Chair of MIRA Enterprise Zone Strategy Group. Locally he spearheads the Borough’s Employment and Skills Task Force.

Bill is a Chartered Town Planner, with a strong track record in regeneration and development, and has spent much of his career leading major regeneration schemes, engaging with the private sector and facilitated significant inward investment opportunities


Stephen Meynell - Planning Manager (Major Projects) at Hinckley & Bosworth Borough Council

Stephen is a Chartered Surveyor, with over forty years experience in local government. As a Planning Manager since October 2016 he manages the major projects team covering regeneration, economic development, conservation and housing strategy. His experience in development and regeneration includes major urban regeneration schemes where he was the property lead. More recently he has been successful in securing external funding through competitive bids and managing regeneration projects supporting inward investment. By working proactively with partners and colleagues the major projects team continue to make the borough a vibrant and thriving place to live and do business

Stephen is a member of the Hinckley Town Centre Partnership, a member of the MIRA Technology Park Enterprise Zone Strategy Group and Twycoss Zoo Levelling Up Project Team. He is a past Branch Chairman of ACES - The Association of Chief Estates Surveyors and Property Managers in the Public Sector.


Daniel Britton - Principal Economic Regeneration Officer at Hinckley and Bosworth Borough Council

Having worked in local economic development for over 10 years, Daniel has developed strategic relationships with key local partners with the aim to create a competitive and thriving sustainable local economy across the whole of the borough.

He has experience of securing funding, devising, implementing and managing business grant funds. He also works with existing and new businesses especially related to skills to establish likely future skill requirements.

Having project management experience, he coordinated a key regeneration site in Hinckley town centre. He works with wider planning colleagues to influence future employment land and growth requirements. He also has knowledge of development and relocation opportunities in the borough for your business or as a place to invest and be part of a proud future creating a vibrant place to work and live.
